Act Against Piracy

Regal Interrelation Amnesty Association has officially passed the Act Against Piracy. They passed the declaration through every civilized planet and included the nomadic Stjarnsraad fleets. Space piracy was now officially an intergalactic concern and had to be combatted by all space-faring civilizations. Rewards were now available for known pirates and any documented cases of capturing, killing, or stopping pirates in the act.
The declaration came as a shock to people of the worlds scattered throughout the universe. While piracy was a problem for interplanetary trade, there were usually ways of reducing risk already and the biggest sufferers of piracy were the peaceful nomads. However, a whole new industry of pirate hunting had been born.
The peaceful nomads had originally formed into large fleets called Stjarnsraads to protect themselves from errant pirates. Eventually, the pirates formed their own fleets called Svarmandes to make raiding the nomads easier and more productive. With the new Act Against Piracy, the Stjarnsraads found themselves being forced to defend against wayward pirate hunters as often as against pirates themselves.
The nomadic people took to hunting pirates as much as they could to help combat the negative image the pirates set for all the traveling folk, but they rarely had the funds to weaponise the Stjarnsraad. Despite the declaration calling out the differences between the peaceful Stjarnsraads and pirate Svarmandes, life has gotten far more difficult for both peoples.
The nomads believe that the declaration was a purposeful maneuver to drive all the traveling folk from the galaxy, pirate and peaceful alike. Though the ones who talk about it are dismissed as unhinged conspiracy chasers. So long as the Act Against Piracy is enforced and they reward pirate hunters, their fleets will rarely know the peace they once had.
There have even been whispers amongst the Stjarnsraads of coordinating against the hunters if they ever get the means to do so. From there it’s only a matter of time until they can take control of their fleets and properly protect them from aggressors from any side.
